This PR creates single execution Lambda's which use xstac to generate a single STAC collection and item for AWS kerchunk indexes and load them to a cdk-pgstac Ingestor API endpoint.
The intent is to allow this Lambda to first create and POST the Collection and when successful, subsequently create and POST the Item. This sequence is currently blocked until developmentseed/eoapi-cdk#7 is reviewed and merged.
