Sync: Add bandwidth limits #369

Is your feature request related to a problem?
Under special circumstances it is possible that heavy bandwidth usage caused by the sync can lead to connections getting aborted. (see #341)
Which solution do you suggest?
Add a config option to limit the up and downstream bandwidth of the sync mechanism
