Change empty state for leaf scope 'Assets' tab

Motivation: Our users are confused when they see 'No child assets found for the current scope. Add more observability to track internal functions not currently tracked.'

should replace the 'No child assets found' empty state with the new one describe in this issue

when they go to the assets tab and think something is missing.

This is for any scope (not the home) where there are no child/descendants assets to show

Add a link to its parents, Show the first three if more than one exists

We should show up to three parent spans
