Add pin option - this error will be pinned to the top (regardless of filters and always at the top).
The user would like to follow a specific error. The pin is global for an env.

• pin/unpin option is not for a specific user
• There is no limit to the number of pinned items, when the user clicks on the pin icon for a specific error it will be pinned to the top
• unpin option should remove the item from being pinned to top
