Incident pending state

Incident list:

• Incidents that are pending should have a pause icon to the right of the incident name in the list
  Incident Agent:
• The agent that is pending (either triage or code/iinfra resolution) should also have the pause icon next to it (instead of the blinking circle for "running"
  Close Incident Option
• The user would have the option to mark an incident manually as "closed" if its pending
  TBD (Close button location)

• Besides the pause Icon, should we show an incident status label of PAUSED/COMPLETED ?
