Add empty state when no assets under scope

This is the current empty state for both "home" and any scope:

It is misleading because sometimes the asset could be just a leaf asset so "Triggering actions" won't do anything.

Solution:

1. Show the current empty state when in "Home"
2. If in another scope show:
   Title: "No Assets"
   Description:
   "No child assets found for the current scope. Add more observability to track internal functions not currently tracked."

The icon should stay the same, no need for the link
