Show insight read/unread status and unread indication on insight tab

1. Render insights based on their read/unread status

2. Changing an insight from unread -> read
   a. Clicking any of the buttons (Jira, Recalculate, Histogram, Trace etc.
   b. Clicking on the insight itself in any empty area

3. If unread insights exist, two links should appear
   Unread Only - Should change the view to see only unread insights in current scope, similar to dismissed
   Read All - Should set ALL unread insights IN CURRENT SCOPE to read (not just those in the view)

4. If there are unread insights in the current scope show a new indication on the Insights tab
