Global persisted state for services filter

Motivation:
We have users who wish to filter by specific services they care about and not see anything from other services they don't care about. This behavior applies GLOBALLY.
This aligns with how filter by services will work in the future as well - as a global scope.

1. The services filter should be changed to appear only on the HOME scope (assets and issues tabs)
2. The state of the services filter should be saved globally and not reset (for HOME) when you change the scope. It should only reset if you change the environment. There will be no services filter for any other scope but the home scope and the data will not be filtered by services for any specific scope but home.
