Change filters persistence strategy for home

Use cases:
A user wants to look at only specific services or insight types globally and doesn't want to select them on each IDE start

Proposed solution:

1. Home has a simplified strategy - we will always persist filters and sort globally per environment so that the user can resume and continue with the list filters after I restart the IDE. We already do that for the services field and need to extend it.

What we need to persist:

• Home/Issues: Filters, sort
• Home/Assets: Filters
• No need to save the current page in the pagination.

Plan:

1. Create Zustand store for Assets app (draft is already done on a branch) ~ 0.5d (Closed in Feature/home filters #1038)
2. Create persistence store for filters state in Home scope per environment ~ 1.5d
   1. Home/Issues: Filters, sort
   2. Home/Assets: Filters
   3. Home/Assets: selected category
   4. No need to save the current page in the pagination.
3. Persist/rehydrate state on we navigation between tabs (the same it works now for services) and on environment change in Home scope ~ 1.5d
