Loading the package when the C part is not built gives confusing error message

Just a comment: there won't be a non-C version of the package, i.e. it will have to be compiled to run. We are probably only part of the way through this transition though.

After our meeting yesterday James I have begun to remove the GAP version of our functions which have (now well-tested) a C implementation.

After changeset 2cf54dc the package will not load if the C part is unavailable.
