MSSQL to Postgres can't include or exclude any tables v3.6.9

I'm using pgloader v3.6.9 and I am unable to use exclude or include inside or outside the WITH statement in a .load file with or without regex. I've went around in circles for so many hours trying to figure out how to get this to work following the documentation here and reading various posts online -> https://pgloader.readthedocs.io/en/latest/ref/mssql.html?highlight=excluding and I am at a loss.

I need to be able to transfer all tables that haven't been transferred yet and not delete the tables on the destination, what do I need to do to make this happen with pgloader?
