Sync wiki with main: RE/Development tree + virtual scanner roadmap + sanitised samples
- New "RE / Development" section: Reverse-Engineering as the
consolidated narrative, plus per-topic pages (Architecture, USB
Modes, Serial Protocol, Inter-MCU Bus, SD Card, Sentinel,
Firmware, Toolchain, Workflows).
- New Virtual-Scanner-Roadmap (mirror of AI/Dev/RE/plans/virtual_scanner.md).
- New Updating page; rename Alerts-and-Discovery -> Alerts.
- Existing pages refreshed: all GitHub URLs that previously baked
in a username are now relative paths or backtick-cited file
references. PII (hostnames, GPS, agency/locale names, scanner
serials) replaced with placeholder tokens (<HOST>, <SERIAL>,
<LAT>/<LON>, <AGENCY>, <TRUNK_SYSTEM>).
- All wiki references to RE tools updated to the new
AI/Dev/RE/tools/{probes,firmware,sentinel,automation,legacy}/
layout.
- _Sidebar.md gains the RE / Development block plus the Virtual
Scanner Roadmap link.
