Import does not adjust for timezone

If USE_TZ is turned on an export will be adjusted to the UTC time, but when importing occurs <tzinfo=UTC> is used causing time to be incorrect between export and import.

The TZ used should be based on if TIME_ZONE is set in settings.

I'm using custom widgets for the tz aware fields:

from django.utils.timezone import localtime
from import_export.widgets import DateTimeWidget
from django.conf import settings


class TzDateTimeWidget(DateTimeWidget):

    def render(self, value):
        if settings.USE_TZ:
            value = localtime(value)
        return super(TzDateTimeWidget, self).render(value)

I guess that we should adopt @jerzyk solution to DateTimeWidget. Would anyone like to send a PR?

How to return correct timezone using USE_TZ = True because this line returns the same value.

It would definitely be great to see this in the default build. I had to make one small adjustment when reusing the code (as noted below render requires three arguments).

class TzDateTimeWidget(DateTimeWidget):

    def render(self, value, obj=None):
        if settings.USE_TZ:
            value = localtime(value)
        return super(TzDateTimeWidget, self).render(value)
