Consider supporting image optimisation out of the box

We're seeing a lot of dojo apps ship unoptimised images to production, it's one of the few things we don't deal with well out of the lighthouse audits. We should consider whether it'd be possible to add image optimisation automatically to the build (some considerations here on how configurable that should be, if it can be disabled, and how much it will affect build times).
