Re-enable WOW64 support in ANCM

We had to disable WOW64 support for ANCM in #60910 to unblock the VMR. WOW64 support in ANCM creates another join point, meaning ANCM needs multiple RID inputs, and the hosting bundle needs multiple RID inputs of ANCM. We need to figure out a way to still build the hosting bundle in pass 2 & add the WOW64 support back.
