Get hot reload working reliably

VS2026, .NET 10, hot reload still barely works.

Instead of updating hot reload so that it can reload on more types of changes, I think it would be nice to have a simple hot reload that actually works consistently even for small changes, like basic markup or CSS.

Sorry, too tired of it completely breaking. For over two years now my default Blazor development experience has always been 'stop and restart debugging on every change'.

same bro , we really tired of hot reload. i can’t even trust it for every changes i restart the app.
we all love blazor and it is our fav web framework. but cold reload is the worst experience.
when i see others like react or vue i am really jealous on their developers
