This PR reverts a previous dependency update from dotnet/arcade build 20251112.3, rolling back to an earlier version (build 20251015.1). The revert is necessary to address issues introduced by the newer arcade build.
- Reverts .NET SDK version from 8.0.122 to 8.0.121
- Reverts all Microsoft.DotNet.Arcade.Sdk and related packages from version 25562.3 to 25515.1
