This defaults all internal builds that use this template to use the
NetCore1ESPool-Internalpool for Linux jobs instead of the default public hosted pool,ubuntu-latest.Currently, this has some build performance implications due to provisioning of build agents being slow. This is something that https://github.com/dotnet/core-eng/issues/15391 can hopefully address.
I also fixed the indentation of the Arm pool configuration.
