What this PR does / why we need it:

• Allows users to update deployed PSQL and MySQL Servers.
• Adds labels to the samples for these resources.
• Properly updates status message during creation.

Special notes for your reviewer:
Deploy a MySql and PSql Server with no storage profile config. Then update the servers with a storage profile. Ensure it works.

Note: can't update geo redundant backups in some circumstances
