Setup test run in Helix

After moving source code to dotnet/sdk, setup test run in Helix.
VMs should have docker installed.

create conditional fact/theory for test prerequisites.
conditional fact/theory attributes should always run in CI.

Success criteria for this will be running tests against linux docker daemons - we can add Windows/macOS after the successful merge.
