dotnet build creating wrong executable name #3973

Hello everyone!

Problem

I have noticed that dotnet build results in exactly the same naming mistake as it was already mentioned in #1396, but I can reproduce the issue for dotnet build command, while publish command is producing correctly named executable.

Steps to reproduce

Just like in #1396, but with dotnet build instead of dotnet publish.

Environment

.NET Core SDK (reflecting any global.json):
 Version:   2.1.802
 Commit:    177d0b2525

Runtime Environment:
 OS Name:     neon
 OS Version:  18.04
 OS Platform: Linux
 RID:         linux-x64
 Base Path:   /usr/share/dotnet/sdk/2.1.802/

Host (useful for support):
  Version: 3.0.1
