Add tests for verification of expected set of Linux packages

Any change in Linux packaging infra could impact the list of produced packages. We've encountered issues with missing packages, or packages that had its name unexpectedly changed. Processes downstream from build require a specific set of packages.

This issue tracks the implementation of new tests that would ensure we are producing the expected set of Linux packages.

It's easiest to implement this in VMR, for .NET 10+. We should also find way to do this for .NET 9 and 8.
