[10.0 RC 2] Restore fails with "Operation is not valid due to the current state of the object"

Repro steps:

• Install SDK 10.0.100-rc.2.25502.107
• Clone https://github.com/roji/semantic-kernel
• Switch to branch RestoreBug
• Enter dotnet directory
• Execute dotnet restore

Result:

/Users/roji/.dotnet/sdk/10.0.100-rc.2.25502.107/NuGet.targets(196,5): error Operation is not valid due to the current state of the object.

See the last commit on that branch; reverting the addition of the net10.0 TFM to the PgVector.UnitTests.csproj project makes the error go away.

It seems that adding net10.0 to other test projects in the same directory works, as long as that project also targets net472 (and net8.0) - the moment I add net10.0 to a project which doesn't target net472 (like PgVector.UnitTests), the error starts occurring.

If you have a reliable repro, it's best to have NuGet folks take a look. If you attach a debugger you might be able to get a callstack. NuGet might also have some diagnostic knobs cc @aortiz-msft @nkolev92

I check this test and I see the problem:

Make sure you use TargetFrameworks (plural) when using multiple frameworks.
