Traversal projects should be supported in the base .NET SDK

The Traversal SDK should be available in the base .NET SDK to reduce the need to acquire this fundamental project type out of band.

• The Traversal SDK is brought into the repo
• It's included in the SDK layout
• Existing Traversal SDK projects can be easily migrated by removing the version from their Sdk metadata

What do you mean with "metadata" here? Use MSBuild project SDKs describes Project/@Sdk and Import/@Sdk attributes, and Sdk elements, but those are not metadata on MSBuild items.

One can already omit the version from those and instead specify it within the "msbuild-sdks" property in a global.json file. I hope that .NET SDK natively recognizing Microsoft.Build.Traversal won't break this ability. MSBuild SDK versions in global.json should override any .NET SDK defaults.
