Implement CI for servicing VMR

Plan:
- factor out as much as possible (including docker image tags)
- share as much core pipeline logic as possible
- build matrix yaml should live in the VMR and reference the source-build-build-tarball yaml
- source-build-build-tarball can be copied into the tarball or referenced from its current location
