Update SB release automation with CI job renames

The CI jobs are being renamed with dotnet/dotnet#2046. The SB release automation is coupled to these names as it downloads certain artifacts. The release automation will need to be updated accordingly. This will have to be coordinated with merging dotnet/dotnet#2046 to the 10 release branch and after the RC1 release.

Note: This may not have to be done at all pending the changes in #5317
