9.0 smoke tests failing for public branch

A bunch of smoke tests are failing with this error:

This only happens for the release/9.0.1xx branch. It is working in the internal/release/9.0.1xx branch.

This is the same issue as #5349. The fix for that was only applied to the internal branch. It somehow got reintroduced in the public branch in dotnet/sdk#51245.
