Add `QueueConfig.subjectParam` / `subject_param` (TS + Python): append a
route path-param to the publish subject for a per-resource subject
`<topic>.<value>`, re-validated against `subjectIdPattern` /
`subject_id_pattern` (default `DEFAULT_SAFE_ID` `^[a-zA-Z0-9_-]+$`) so the
broker never sees a `.`/`*`/`>` token. Lockstep bump of all 28 packages
alpha.21 -> alpha.22, CHANGELOG + READMEs updated.
