Closes #1469

Implements dstack volumes for GCP via GCP Persistent Disks.

dstack-managed volume:

type: volume
name: dstack-gcp-volume
backend: gcp
region: europe-west4
size: 100GB

External GCP volume:

type: volume
name: dstack-gcp-ext-volume
backend: gcp
region: europe-west4
volume_id: some-exteral-gcp-volume-name
