Is AGENTS.md supposed to survive compaction?

Hi there,

I have noticed during medium to long prompts that auto compaction introduces some unwanted side effects, I only clued into it when the agent would appear to not follow clearly stated rules ie:

When fixing bugs or issues that github issue should be logged with template and fix should be a pull request for me to manually check.

Is my understanding correct:

session_start

• loads context files (AGENTS.md / CLAUDE.md) ← one time
• loads system prompt
• conversation begins
  ↓
  compaction triggers (later in conversation)
• summarizes conversation history only
• session reloads with: system prompt + summary + recent chats
• context files are NOT re-read ← (ding ding ding - did you remember? because I wont always)

I am probably missing something completely obvious, but any help would be appreciated!
