Description of the Change

Add a feature flag library to ETOS library.

Alternate Designs

We could let all components deal with their own feature flags, but that would require a lot of the same implementation.

Benefits

Allows all components to piggy-back on the ETOS library implementation of feature flags.

Possible Drawbacks

One central component that can break.
