Description of the Change
Adds a feature flag that propagates to environment variables configmap.
Alternate Designs
We could use a system for feature flags instead of having them in the charts and environment variables.
This is an easier approach for now as we hope that we won't need that many of these special cases.
Benefits
Allows users to choose features to run when there are new features
Possible Drawbacks
Customization can lead to weird failures.
