Data lifecycle docs: “Start and stop ILM” improvements

Feedback on Start and stop ILM (15:15):

• We don't do this using the API anymore. Just use the UI. At least provide the UI method on this page as well as the API method.
• We need to explain what would happen when we stop the policy.

From the recording, it's not clear why somebody would need to do this. Also, I can't see any option for how to do this from the UI. I think we need some developer input on whether we should even retain these docs. I think that the usual practice might rather be to edit an ILM policy rather than stop and start it.

There isn't a way in the UI to stop and start ILM, so instead we've expanded the Update or switch a policy docs and made them more prominent in the nav.

The stop and start ILM docs have been expanded based on what was in the Troubleshooting section, and that content is now shared in both the data lifecycle section (here) and the Troubleshooting section: Troubleshoot snapshot and index lifecycle management.
