[REQUEST][8.18,9.0, and Serverless]: Manual runs being GA'd #888

Description
Manual runs are no longer beta in 8.18 and 9.0. As per this comment, they're being GA'd. To reflect this change, we'll need to remove the beta tag from the following places:

- https://www.elastic.co/guide/en/security/current/alerts-ui-monitor.html#manual-runs-table
