[REQUEST]: Change upper limit for max unassociated notes #915

Description
When we introduce the new notes system, we made sure that users could not create more than 10,000 unassociated notes in their system (an unassociated note is a note not associated to a timeline). That number was then shortly after made customizable via an advanced setting (see this PR).
Unfortunately, there was a mistake in that PR, and the limit was actually set to only 1000 notes.
This PR fixes the issue and sets the value to the 10,000 notes it was supposed to be in the first place.
The PR was backported to the following versions:
