[D+M] Monitoring pt II

This PR:

• reorganizes more of the monitoring section:
  • cleans up autoops
  • cleans up stack monitoring and writes an overview
  • cleans up cloud deployment health (extracted from "monitoring data") - vcpu boosting doesn't belong here but I couldn't rehome it yet

• finish the overview
• clean up monitoring orchestrators, kib task manager monitoring, and logging config
• find a home for vcpu boosting

Quick comment about this box in Access monitoring data in Kibana:

The links offered by the second bullet are not stack monitoring data, are about the out of the box monitoring that ECE performs (regardless of the stack monitoring that a user can configure in logs and metrics). The opposite explanation has been added in ECE docs here:

I think we have to clarify that stack monitoring in ECE allows users to send logs and metrics from deployments to deployments for monitoring purposes, but the platform also monitors all the deployments by default, offering also Proxy access logs (which are not offered by stack monitoring).

The platform / system implemented monitoring is described at /deploy-manage/monitor/orchestrators/ece-platform-monitoring.md and /deploy-manage/monitor/orchestrators/ece-monitoring-ece-access.md

For the Autoops refinement consider asking Arianna for a review, as she has been applying some changes requested by PMs, to ensure we don't undo anything by mistake :)

@alaudazzi I took a quick cleanup pass of autoops - you can also see in the monitoring overview how we're positioning autoops in comparison to stack monitoring. let me know if you have any concerns!

In the AutoOps docset, it makes sense to combine the different views under the same TOC entry "Views" 👍

FYI -- Today the PM has requested an update on the https://docs-v3-preview.elastic.dev/elastic/docs-content/pull/750/deploy-manage/monitor/autoops/ec-autoops-deployment-view page. I need to make this change in the Cloud repo as well, because the PM wants to link this page from a report to Gartner this Thursday.
Let me know if you want to first to merge this PR, or wait my quick update.
