We've got a known issue in 8.17.1 where on the smallest 1GB ECH cluster in Elastic Cloud, loading the security solution UI will cause Kibana to go out of memory and crash. This is fixed in 8.17.2 by elastic/kibana#208869 + elastic/kibana#208475, but we should add a retroactive known issue note to the 8.17.1 release notes about this issue.
The root cause is inefficient memory allocation that's exacerbated when installing the prebuilt security rules package. The security solution UI installs this package default on its initial load.
