[DOCS] 8.6.0 Release notes

Description

Generate the 8.6.0 release notes and publish them before or on the release day, which is December 13, 2022.

Milestone dates

• FF: November 15, 2022
• BC: November 16, 2022
• Release: December 13, 2022 January 10, 2023

Checklist

• Open a PR for the Security release notes
• Add release notes PR to the docs release issue at https://github.com/elastic/dev/issues/2163
• Set up the breaking changes section within the 8.6 release notes
• Create a doc issue (optional) and PR for the breaking changes section in the Stack docs
• Verify all Endpoint PRs are release-noted (check the Endpoint release notes doc issue)
• Complete the technical and editorial review for the Security release notes
• Merge the Security release notes PR
• Merge the Stack docs PR

elastic/kibana#143916 was fixed in 8.5.1 and 8.6. Will be doc'd for 8.5.1 in #2679 and for 8.6 in [PR pending]

Adds the new Data Exfiltration Detection (DED) integration package (elastic/integrations#4486).

Need to also release note the bug fix elastic/kibana#145794. Our release notes tool didn't pick the PR up because the first version that was applied to the label was an older release (8.5.3).
