Contributes to #2015. Adds a new section to the What's New page in the 8.3 docs for the prebuilt rules prerequisites fields (Related integrations, Required fields, Setup guide).
8.3, then update link to point to the #rule-prerequisite section.We have to update What's New in this separate PR because
