Enhance the workflow scripts, Update Gradle.

1. Friendly names will be shipped into all CI steps to properly describe them,
2. The chmod requirement will be merged into the build step as we do not need a seperate step for it specifically,
3. Gradle will be updated from 8.1.1 -> 8.2.1 although with the gradlew scripts synced to newest variants,
4. The release and update_wiki scripts can now only be ran when commits are done on the original repository itself,
5. The checkout script will be updated to version 3,
6. The upload artifact script will also be updated to version 3,
7. The build template text at beginning of gradle workflow will be removed as it's not important.

Suggestions are welcomed but testing is encouraged before merging this to ensure nothing goes haywire because safety matters.
