httpx.ConnectTimeout: _ssl.c:1114: The handshake operation timed out

I've recently updated httpx to version 0.22.0 in my project, I constantly encountered this issue:

httpx.ConnectTimeout: _ssl.c:1114: The handshake operation timed out

It seems that the handshake for ssl timed out during open_tcp_stream() stage. The remote server is a simple tomcat which handles http requests, and it's behind a kong gateway, exposing a domain name with https.

I found similar problem in this discussion, however it seems to be stale for a long while.
