Option to share live photos as stills only in public albums

When a live photo is shared via a public album link or a shared album contains live photos, the full video component is automatically delivered to viewers. There is currently no way to prevent this.

This is a privacy concern: the video captures several seconds before the shutter press - content the owner never explicitly chose to share. Examples include background conversations, unsteady tracking footage (e.g. wildlife shots), or anything captured in the moments leading up to the final framed image.

Expected behaviour

The album owner should be able to control whether the live video is accessible to public viewers, independently of the still image. The still image is what was intentionally shared; the video is an incidental artifact of the capture format.

Proposed solutions (any one of these would help)

1. A toggle on public share links: "Serve live photos as stills only"
2. A per-photo flag to mark it as image-only for sharing purposes
