[auth] Add local only codes next to synced codes

When using Ente backups add an option to add local only codes next to synced ones, like Bitwarden Authenticator.

This way I could stop using 2 different 2FA apps, 1 local only for Ente and synced Ente Auth for everything else, and just use 1 app.
