Based on discussion with the epics core team, when handling tables the number or columns should be calculated using the values and not the labels.
If the number of labels provides is less than the number of value columns, the clients to use some default/generic label for the column.

@mdavidsaver in case the number of labels is greater than the number of value columns, should we just throw away the labels?
