Add AveragedFixedField. It fixes the issue esphome/issues#4750

@glmnet is it possible to commit this? I'm using it for a long time already and it gives the same results as what my electricity company reports. The old implementation did not do the averaging correct |

active_energy_import_maximum_demand_last_13_months just used the last value, not the average of the available months
