- Upstream commit with experimental support for ignoring code blocks has been removed - Spell checking doesn't run on PRs from forks or untrusted users

I'll try to revive the action with the above fixed at some point. I'm leaving the configuration files in place, but deleting the yaml file for the action itself for now.
