admin_mineBlock for deterministic miner testing #705
Description
Idea: create an RPC that takes a set of transactions and mines a block containing those transactions, in order to give better controls for hive tests etc.
IIRC Nethermind had a proposal for this already, this issue should be closed and linked once thats proposed
