🔧 Update  PTB versions in GitHub actions

# Summary
The `python-toolbox/.github/actions/security-issues/action.yml` has a line where the python toolbox is installed from pypi. Unfortunately, this requires a developer to manually update the version. We should adapt the `release:prepare` process, which already updates the PTB version in GitHub actions & workflows, to also automatically perform this change.
