Create-React-App installation problems

please guys I need help with this.
I am trying to install the create-react-app, but it keeps bringing up this issue as shown below.
please what can i do about it?

You shoudln't need to install it. Just run npx create-react-app my-app.

i did exactly just that, but the error still keeps on popping up.

You should try reinstalling node.js and npm. It looks like there might be an issue with your installation.

still the same error, i dont know, but it seems to not be installing npm along with it, because , when i try to check the version of node , it returns back the downloaded version, but when i try to check for npm, it justs returns that error, so when i try to use that npx create-react-app my-app, i get that same error, and i just dont know how to fix it.
