Bug: “operable program or batch file. error Command failed. Exit code: 1” while Installing React with yarn

I was installing react with yarn. but it shows me an error "operable program or batch file. error Command failed. Exit code: 1". I tried yarn upgrade and yarn install. but still, yarn is not installing react. Also, I tried to install react with npm. but still doesn't work

My yarn Version : 1.22.11

This is most likely not an issue with react but other packages that run scripts on install. Using powershell or git bash on windows instead might also fix the issue.
